Building a Stronger Future for U.S. Electronics: ACDi Supports the PCBs Act

Last week, I had the honor of representing ACDi at the Printed Circuit Board Association of America (PCBAA) Annual Meeting in Washington, D.C. As a new member of the PCBAA, this was my first opportunity to engage directly with fellow industry leaders and policymakers who share our passion for strengthening America’s domestic electronics manufacturing capabilities.

One of the most compelling topics on the agenda was the Protecting Circuit Boards and Substrates Act (HR 3597), also known as the PCBs Act. This bipartisan legislation, introduced by Representatives Blake Moore (R-UT) and Raja Krishnamoorthi (D-IL), is a vital step forward in securing and revitalizing our domestic printed circuit board (PCB) industry.

At ACDi, we know that PCBs are the foundation of modern electronics. From defense systems and medical devices to energy infrastructure and advanced manufacturing, PCBs are essential to both our economic strength and national security. Yet over the past several decades, the U.S. has lost significant ground in PCB production—now relying heavily on foreign sources, particularly China. PCBAA recently highlighted that domestic PCB production has fallen from around 30% to under 4%—with China supplying 56% of global output —a stark reminder that our supply chains remain dangerously porous.

The PCBs Act addresses this growing vulnerability by:

  • Providing a 25% tax credit for the purchase of domestically produced PCBs;
  • Establishing a $3 billion financial assistance program, modeled on the CHIPS Act, to fund U.S.-based PCB manufacturing and R&D;
  • Requiring Presidential oversight for significant awards and allowing clawbacks for misuse;
  • And reaffirming the strategic importance of PCBs through the Defense Production Act.

During the second day of the PCBAA meeting, I participated in small-group breakout sessions with Congressional offices to advocate for this legislation. It was a privilege to meet with the offices of Rep. John Larson (D-CT), Rep. Bryan Steil (R-WI), Rep. Johnny Olszewski (D-MD), Rep. Zoe Lofgren (D-CA), Rep. Derrick Van Orden (R-WI), and Rep. Sam Liccardo (D-CA). These conversations underscored the bipartisan recognition that restoring our domestic PCB capabilities is not only good for business—it’s essential for security and resilience. Domestic PCB production is the keystone of the microelectronics ecosystem and critical supply chain security.

We applaud PCBAA’s leadership in championing this effort and believe this legislation will help level the playing field for American manufacturers while reinforcing our country’s critical supply chains.

We’re excited to partner with PCBAA and our Congressional champions to turn the PCBs Act from bipartisan language into lasting policy—and prove that American-made PCBs are a cornerstone of U.S. ingenuity, security, and supply chain resiliency.
