Taking the Fight for American Electronics Manufacturing to Capitol Hill

ACDi joins the PCBAA’s annual call to action in Washington, D.C.

Last week, I had the privilege of representing ACDi at the Printed Circuit Board Association of America (PCBAA) Annual Meeting in Washington, D.C. — and this year, the stakes felt higher than ever.

As a member of the PCBAA, I joined fellow industry leaders for two days of policy discussion, peer engagement and direct advocacy with the people who have the power to shape the future of American electronics manufacturing. The centerpiece of it all: advancing H.R. 3597, the Protecting Circuit Boards and Substrates (PCBs) Act.

Why This Legislation Matters

The PCBs Act is bipartisan legislation introduced by Representatives Blake Moore (R-UT) and Raja Krishnamoorthi (D-IL). It addresses one of the most consequential — and underreported — vulnerabilities in our national supply chain.

Here’s the sobering reality: the United States once produced roughly 30% of the world’s printed circuit boards. Today, that number has fallen to just 4%. Meanwhile, China accounts for more than 56% of global PCB output, and the U.S. relies on Asia for approximately 90% of its supply. PCBs are not a niche component — they are the foundation of every electronic system on the planet, from defense systems and medical devices to energy infrastructure and consumer technology. As PCBAA’s Executive Director David Schild puts it: chips don’t float. They need printed circuit boards to function. And right now, far too many of those boards are being made overseas.

The PCBs Act takes a direct, targeted approach to reversing this trend. Its two primary mechanisms are a 25% tax credit for the purchase of domestically produced PCBs and a $3 billion financial assistance program — modeled on the CHIPS Act — to fund U.S.-based PCB manufacturing facilities and R&D. Together, these tools are designed to make domestic production economically viable at scale and begin rebuilding an industrial base that has been hollowing out for decades.

A Day on Capitol Hill

One of the most meaningful parts of this year’s meeting was the day we spent on Capitol Hill, taking this message directly to congressional offices. I had the opportunity to meet with the offices of Representatives April McClain-Delaney, Ann Wagner, Young Kim, Ashley Hinson, and Greg Steube — a group that reflects the genuinely bipartisan nature of this issue.

The need to secure America’s electronics supply chain is one area where there is real common ground. These conversations reinforced something I believe deeply: when industry shows up, it matters. Congressional staffers and members are often unaware of just how dependent we’ve become on foreign sources for critical components. Putting faces and real-world examples to that data — and doing it in person — is how legislation moves forward.

What’s at Stake for the Electronics Manufacturing Ecosystem

At ACDi, we live inside this ecosystem every day. When PCB supply chains are fragile, our customers feel it — in longer lead times, unexpected design changes mid-project and cost pressures that are difficult to plan around. A stronger domestic PCB industry doesn’t just benefit fabricators. It strengthens the entire chain: assemblers, OEMs, defense contractors and the engineers and product developers who depend on reliable, secure components to bring their ideas to life.

The PCBs Act is not a silver bullet, but it is a serious, targeted investment in an industry that is critical to our economic and national security. We’re proud to support it — and proud to stand alongside the PCBAA and our industry peers in making the case on Capitol Hill.
